Clearly +120 in comparison to +90 is a massive difference, a difference of 33 percent. However, I am using range-boosting armour to receive a range strike of +141 using Rune crossbow, therefore CCB would be +171. Thus, CCB will probably be just 21% more accurate than rune, disregarding the precision boost from Void (it likely does not matter anyhow as it stacks multiplicatively) Thus, dismissing the difference from eagle eye, it is a selection of +5% damage AND accuracy, rather than +21% precision. Currently by canceling out the +5% accuracy by rigour by dividing by 1.05, the choice comes down to +5% damage or +15.5% accuracy. hmm.

So the jist of it; Get CCB and recharge chaotics with tokens. Assuming 2 dungeons each hour in 20k tokens each, that is 40k tokens or the equivalent of 3.6m. Okay, seems good... but not everyone is 120 dg. I do not really have a fantastic group, so I get on typical 10-11k tokens per hour, the equivalent of 0.9-1m. Yeah, that's less than that which I could make from doing other things.
Void) you'll want CCB as it will increase the chance of those high hits reoccurring. Meanwhile, if you've got a more accurate armour (ie. Armadyl) you'll need Rigour since you're already hitting often, you might as well make every hit stronger.
The entire idea is that you will one day be there... or close and the tokens you earn then will be well worth the same as they're now. So while 17k tokens may seem like a lot today, someday they'll be pocket change and you'd rather have an extra 2mil compared to 17k tokens (that will otherwise be invested on Dungeoneering xp). You're right though; the other equips play a huge factor as does the way Jagex actually implements these bonuses and Old School RS Gold for this reason I think it becomes too complex to rationalize mathematically.
